I've worked sporadically through the years providing 2-D cel animation for Cookie Crisp, produced by the Monk Studios out of Bangkok. I tackle these projects with Tim Blair. Using ToonBoom software we've kicked out a bunch of these.
We provide the 2-D character stuff, and they build the 3-D and environments.
